The California College Promise Grant (CCPG, formerly the Board of Governors Fee Waiver (BOG) Program) was created to provide access for California residents to Community Colleges so that the cost of enrollment would not be a barrier. CCPG is based on financial needs. It assists with mandatory registration fees; it does not waive other fees, such as health fees, parking fees, mailing fees, and student activities fees which must be paid by the student. The fee waiver is not a cash award. For eligible California residents, this program waives the $46/unit enrollment fee. The CCPG is not a cash award and does not cover other educational expenses.

2023-24 CCPG (Paper Application)

The deadline to apply for a CCPG is the last day of the school year. This means that the Financial Aid Office must receive a valid CCPG application or Student Aid Report (SAR) no later than the last day of finals during the Spring semester.

Eligibility Requirements for CCPG

All applicants must meet income, academic, and residency requirements to become eligible for the CCPG tuition waiver.

Income Requirements

1. CCPG A (Method A) Qualified applicants (or their parents if the applicant is a dependent) must be currently receiving:

  1. AFDC/TANF (Temporary Assistance to Needy Families)
  2. SSI (Supplemental Security Income)
  3. General Assistance
  4. Have certification of a dependent’s fee waiver from the Department of Veterans Affairs.

2. CCPG B (Method B) The student (or their parents, if dependent) must meet the maximum income guidelines below.
(You MAY be required to show proof of income – Federal Tax Return, etc.).

Once the college receives the FAFSA results, to determine CCPG-C eligibility, the financial aid office subtracts the student’s Expected Family Contribution (EFC) from their cost of attendance. If what remains (‘financial need’) is $1,104 or greater, the student is given a fee waiver. Waivers are posted onto the registration computer system automatically once results are received from the federal processor. The waiver will automatically appear on the system if you are eligible. When you register using the Campus Solutions system you will not be assessed the $46/unit enrollment fees.

3. CCPG C (Method C) If you do not qualify for a CCPG under Method A or Method B, you need to file a Free Application for Federal Student Aid (FAFSA) to apply for a CCPG. Many students who don’t meet the strict income criteria of Method B still become eligible for a CCPG by filing a FAFSA.

Academic Requirements

Academic — Sustain a GPA of 2.0 or higher. If your cumulative GPA falls below 2.0 for two consecutive primary terms (fall/spring semesters), you may lose your fee waiver eligibility.

Progress — Complete more than 50% of your coursework. If the cumulative number of units you complete is not more than 50% in two consecutive primary terms (fall/spring semesters), you may lose your fee waiver eligibility.

Combination of Academic and Progress Standards – Any combination of two consecutive terms of cumulative GPA below 2.0, and/or cumulative unit completion of not more than 50% may result in loss of fee waiver eligibility.
