Peralta Community College District is committed to maximizing opportunities for construction and non-construction goods and services contracts. The Small Local Business Enterprise Program (SLBE) outlines the District’s processes in support of this commitment.

Program Highlights

  • SLBE Program applies to construction contracts, professional services contracts, and supply contracts of at least $1 million.
  • 25% SLBE utilization provision applicable on a contract-by-contract basis.
  • 3% to 5% bidding preference for bidders who commit to exceeding the SLBE percentage utilization on a contract-by-contract basis.
  • Geographical Market Area – Alameda County and West Contra Costa County.
  • SLBE Revenue Thresholds – average annual gross receipts of fifteen million dollars ($15,000,000) or less over the previous three years.
  • The business must be located at a fixed, established commercial address located in the District’s Market Area (as defined)
  • Current Small Local Business Certification – the business must have current certification as a small or local business entity, disadvantaged business entity, or other category of business entity, provided by another public entity, including, but not limited to: the City of Oakland, Alameda County, the Port of Oakland, the California General Services Administration, or the U.S. Small Business Administration.
  • Prime contractors must maintain the SLBE subcontractor percentages listed at the time of bid submission.
