Program Highlights

  • SLBE Participation – Non-SLBE prime contractors must utilize twenty-five (25) percent SLBE contractors for which they can receive a 3-5% bid preference if exceed 25%
  • SLBE Revenue Thresholds – Gross annual revenues cannot exceed:
    • $11.5M for construction firms
    • $6M for goods and non-professional services suppliers/vendors
    • $5M for architecture and engineering firms (A&E), and other professional services firms.
  • Certified Status – SLBE and SELBEs must show proof of certification. Ex: SBA, City of Oakland
  • Prime contractor must maintain the SLBE/SELBE subcontractor percentages listed at time of bid submission.
