A Letter from the Peralta Colleges Chancellor
Dear Neighbors:
Thank you for your continued support of the Peralta Colleges and our students. As the cost of four-year and private colleges continues to rise, our community colleges remain a high-quality, affordable option for education and job/career training.
For more than 13 years, voters have continued to support the Measure E parcel tax, most recently reauthorized in 2018. Voter-approved Bond Measures A (2006) and G (2018) have funded repairs and safety improvements across college facilities and classrooms.
Please read this report for an update on how your local dollars are supporting the East Bay community and expanding opportunity for more than 25,000 students a year.

Your Measure E Parcel Tax Dollars at Work
Voters approved Measure E (2018) to:

“…maintain core academic programs, tutoring, and instruction; attract and retain qualified faculty; and maintain programs that train and prepare students with high-quality, affordable education…”¹
Across all Peralta Colleges, Measure E supports:

Job and career training programs that prepare students to enter the workforce

Core academic programs, including Math, Science, and English, that prepare students for transfer

Tutoring, academic support, and student services

Faculty recruitment and retention to support high-quality instruction

Strong Fiscal Accountability & Oversight
Independent financial and performance audits by CWDL, LLP for fiscal year 2024-25 for the Bond Measures A and G, and Measure E parcel tax, found that:

Funds were spent in accordance with voter-approved requirements.

No instances of noncompliance were identified.

All voter-approved spending is subject to independent financial audits and review by citizen oversight committees.
Volunteer Oversight Committees
The Peralta Colleges have two volunteer citizen oversight committees, the Citizens' Bond Oversight Committee, and the Parcel Tax Measures Oversight Committee. Both committees are comprised of members of the community, and provide bond and parcel tax oversight, reviewing all expenditures to ensure alignment with the ballot text.

The Parcel Tax committee (above) recently heard from college leaders, updating the committee on fiscal year 2025-26 spending.
Student University Transfers
The Peralta Colleges rank among the best community colleges in the state for transfer acceptance rates to the University of California campuses.
“We found that, among Bay Area community colleges, the College of Marin and Oakland’s Laney College have the highest acceptance rates to Berkeley, with about 40% of applicants admitted to Cal in the last two years. Santa Rosa Junior College and Berkeley City College also have high [admission] rates to Berkeley at 37% and 36%, respectively.”
