The Peralta Community College District is seeking qualified and interested community leaders to serve on the Parcel Tax Measures Oversight Committee for the implementation of the District’s Measure E parcel tax funds.

Establishment of aParcel Tax Measures Oversight Committee

On June 5, 2012, the voters of the Peralta Community College District (“District”) approved Measure B, which authorized the District to levy a parcel tax of $48 per parcel for eight years. On November 6, 2018, the voters of the District approved Measure E, authorizing the renewal of a parcel tax of $48 per parcel for eight years. Pursuant to Measures B and E, the District’s Board of Trustees (“Board”)is required to appoint a citizens’ oversight committee (“Committee”). The Committee was designated as the oversight committee for Measures B and E (“Parcel Tax Measures”) on December 11, 2018, and its membership reconstituted on March 1, 2019. On Nov. 8, 2018, voters residing within the Peralta Community College District passed Measure E. Measure E provides funding for core academic programs at the Peralta Colleges, which include Berkeley City College, College of Alameda, and Laney and Merritt colleges in Oakland.

We need committed community members to participate in the volunteer Parcel Tax Oversight Committee.

Committee Responsibilities

In accordance with Education Code Section 15278(b), theParcel Tax Measures Oversight Committee shall:

  • Inform the public concerning the District’s expenditure of Measure E proceeds;
  • Review expenditure reports produced by the District to ensure that Measure E proceeds were expended only for the purposes set forth in Measure E; and
  • Present to the Board in public session, an annual written report outlining their activities and conclusions regarding the expenditure of Measure E proceeds.

Appointment of Committee Members

All appointments will be made by the Peralta Board of Trustees from applications submitted to the District. The Committee shall consist of at least seven (7) members appointed by the Board from a list of candidates submitting written applications. For the Parcel Tax Measures Oversight Committee, all members are “at-large” meaning no specific affiliations are required. You just need to live in the Peralta service area.  That said, we are looking for people who have experience in education, finance, or both.

No employee, official, contractor, consultant, or vendor of Peralta Community College District shall be appointed to, or serve on, the committee. No Peralta Community College District elected official shall be appointed to, or serve on, the committee.

Time Commitment and Term

Committee members will be appointed to serve one full two-year term and will be eligible for reappointment for a second and third two-year term. Members shall serve without compensation.
