The Office of the General Counsel provides legal services in all areas of law to the Board of Trustees, the Chancellor, the College Presidents, and other officers and employees of the District.
The General Counsel directly reports to the Board of Trustees. Her client is the District which is personified by the Board of Trustees. She does not represent any individual Board member, the Chancellor, or any individual manager. Thus, any written legal opinion requested by a Board member will be shared with the full Board; any request by the Chancellor may be shared with the full Board; and any request by a manager may be shared with the Chancellor.
The General Counsel serves as the District’s staff attorney in performing various functions:
- Represents the District in litigation, arbitration, mediation, and administrative proceedings;
- Coordinates and reviews specialized legal services provided by outside counsel;
- Prepares formal and informal opinions;
- Reviews contracts and all other legal documents, as needed or requested;
- Attends and provides legal advice at all meetings of the Board of Trustees and other such meetings, including Board committee meetings as the Board and the Chancellor may direct or as Counsel deems necessary;
- Serves as the Board's parliamentarian;
- Reviews and approves significant agenda items as to legal form;
- Reviews and updates Board Policies for legal conformity;
- Handles Public Records Act requests;
- Serves as liaison with other governmental entities in the area of legal affairs;
- Serves as a member of the Chancellor's executive staff;
- Plans and conducts training programs for District administrators;
- Supervises the staff of the Office of the General Counsel including professional, legal research and clerical staff; and
- Performs other duties as assigned by the Chancellor.
